Massachusetts offers some of the strongest first-time homebuyer programs in the country — but most buyers never hear about them until they’re already deep into the purchase process, or worse, after they’ve already closed without the help they qualified for. Daniel Meegan helps North Shore buyers access every program they’re eligible for before writing a single offer.
Massachusetts First-Time Homebuyer Programs 2026 Overview
Here are the main programs available to North Shore buyers in 2026. Important disclaimer: program details, income limits, and purchase price caps change annually. Contact your lender or a HUD-approved housing counselor for current eligibility information before counting on any specific program.
MassHousing First-Time Homebuyer Program
MassHousing is the most widely used first-time buyer program in Massachusetts. Through participating lenders (not through Daniel directly — he helps you get in touch with the right lenders), MassHousing offers:
- Fixed-rate 30-year mortgages at below-market interest rates
- Down payment as low as 3% (with income and purchase price limits)
- Down Payment Assistance up to $50,000 or 10% of purchase price
- No prepayment penalties
- MI Plus — mortgage payment protection if you lose your job (unique to MassHousing)
Income limits for Essex County buyers vary by household size. Purchase price limits in 2026 vary — contact MassHousing or a participating lender for current figures. MassHousing loans are available for single-family homes, condos, and 2–4 unit properties (buyer must occupy one unit).
ONE+ Boston / Massachusetts Housing Partnership (MHP)
The ONE+ Boston program (administered by the Massachusetts Housing Partnership) provides competitive 30-year fixed-rate mortgages with:
- No private mortgage insurance (PMI) with 5% down
- Below-market interest rates for income-eligible buyers
- Minimum 640 credit score required
- Income and purchase price limits vary by county and household size
The elimination of PMI is a significant benefit — on a $500,000 loan, PMI can cost $150–$350/month. Over five years, that’s $9,000–$21,000 saved. For North Shore buyers who can reach 5% down but not 20%, ONE+ is worth investigating seriously.
USDA Rural Development Loans
Several North Shore communities — particularly in western and northern Essex County (Boxford, Topsfield, Rowley, Essex, Wenham, Hamilton, Middleton, North Andover, Ipswich) — may qualify for USDA Rural Development loans with:
- Zero down payment required
- Competitive fixed rates
- Income limits apply (typically 115% of area median income)
Eligibility is based on property location, not buyer background. Many buyers are surprised to learn that communities within 30 miles of Boston can still be USDA-eligible. Confirm the specific property address on the USDA eligibility map.
FHA Loans for North Shore MA Buyers
FHA loans are not exclusive to first-time buyers, but they’re widely used by them because they accept:
- 3.5% down with credit score 580+
- 10% down with credit score 500–579
- Higher debt-to-income ratios than conventional loans
The downside: FHA loans require mortgage insurance for the life of the loan (unlike conventional loans where PMI drops off at 20% equity). In today’s competitive North Shore market, FHA financing can also be harder to win with in a multiple-offer situation, since sellers may prefer conventional buyers. Daniel can advise on how to structure an FHA offer competitively.
Local Down Payment Assistance in Essex County
Several Essex County cities have city-specific down payment assistance programs. These are funded locally and availability changes frequently — but they can provide grants or soft second loans that cover 3–10% of purchase price for buyers who qualify:
- Beverly: Historically has had Community Development Block Grant (CDBG) funded homebuyer assistance through the city. Contact Beverly’s Community Development department for current availability.
- Salem: Salem has offered homebuyer assistance programs through CHODO (Community Homebuyer Organization). Contact Salem’s Community Development department for 2026 availability.
- Lynn: Lynn has had various neighborhood-specific assistance through Neighborhood Revitalization Strategy Area programs. Contact Lynn’s Department of Community Development.
These city-level programs have income limits, purchase price caps, and minimum occupancy requirements — and they often have limited funding that runs out quickly in peak buying season. Apply early.
The HUD-Approved Homebuyer Education Requirement
Most Massachusetts homebuyer assistance programs require completion of a HUD-approved homebuyer education course before you can receive assistance. These courses are available online (through agencies like eHome America or MGIC) or in person through local nonprofit housing agencies.
Don’t wait until you’re deep in the purchase process to complete this — the course takes 6–8 hours and you’ll want the certificate in hand before you need it. It’s also genuinely useful — the course covers budgeting, mortgage types, the purchase process, and post-purchase responsibilities.
How Daniel Helps First-Time Buyers Access These Programs
Daniel Meegan is not a lender — he’s a buyer’s agent. But he has worked with dozens of first-time buyers accessing Massachusetts homebuyer programs and knows which participating lenders are responsive, competent, and experienced with MassHousing and ONE+ products in the North Shore market. He can connect you with the right professionals and make sure your offer is structured to be competitive even with a program loan.
